Elisabeth Sachs is a seasoned government leader with experience in organizational innovation program design and performance management. She currently serves as the Director of Government Modernization for Maryland Governor Wes Moore. Her previous roles include Deputy County Administrative Officer for Health and Community Services and Director of Government Reform and Strategic Initiatives in Baltimore County, as well as Executive Director of the Job Opportunities Task Force (JOTF).
At the state level, Elisabeth has served as Interim Secretary at the Maryland Higher Education Commission, Policy Director at the Maryland Department of Labor, and the first Program Director for EARN Maryland, an innovative industry-led workforce and economic development initiative. She also has experience as a public sector attorney, serving as an Assistant Attorney General in the Office of the Maryland Attorney General and a Special Assistant United States Attorney with the United States Department of Justice.
Elisabeth holds a B.A. from Haverford College and a J.D. from Yale Law School.
